About the Hub
The Africa Regional Extractives Industry Knowledge Hub (AFREIKH) is a collaborative initiative between the Natural Resource Governance Institute (NRGI) and the Strathmore Extractives Industry Centre (SEIC). AFREIKH’s establishment is premised on governance deficits and challenges plaguing the extractives sector in Africa that have in some in instances resulted in the “resource curse”. To address this situation, AFREIKH has adopted a three-pronged approach centered around research, skills-based training and policy engagement linking knowledge with practice.

Research
Extensive research on key natural resource governance issues in Africa to inform policy engagement and policy making. This involves development of knowledge products around existing governance gaps as well as key policy considerations towards enhancing the governance of the industry in the region.
Training
We offer multiple courses targeting diverse stakeholders in the extractive industries towards improving natural resource governance and sustainable economic development. The Hub particularly delivers the Africa Extractives Learning and Governance Programme, an annual multimode course that covers diverse governance issues across the Natural Resource Charter decision chain. This advanced-level course is designed to equip a pool of exceptional individuals from government, civil society, parliament, media, international development agencies, the private sector and academics with the knowledge and tools necessary to contribute towards better governance, sustainability and oversight of natural resources in Africa. The Hub also offers short courses tailored for specific stakeholders in the region to strengthen their understanding of the extractive industry dynamics, enabling them to contribute towards improved natural resource governance in their countries.
Each course module involves a combination of theoretical and practical sessions to enable the participants to share experience and strategies and analyse real-life scenarios—including country comparisons and case studies depicting current resource governance challenges in Africa. The ultimate aim is to enhance the participants’ knowledge and understanding of the extractive industries decision chain and associated dynamics, enabling them to contribute towards improved natural resource governance in their countries. Participants are awarded certificates of participation upon successful completion of the course.
Policy Dialogue
The Hub also offers a platform for policy engagement as part of its annual training course. The policy engagement component aims to bring together different stakeholders from across Africa to dialogue on key policy issues affecting the extractive industries in the region, and ultimately influence policy making. These include select Hub alumni, who will have an opportunity to engage with policy and law makers and provide constructive solutions to governance challenges facing the industry.

Jovia Bogere Nampewo
Jovia is the lead hub coordinator and an Advocate of the High Court of Kenya, a member of the Law Society of Kenya and the ICJ (Kenyan Chapter). She is also the Program Officer- Stakeholder Engagement and Social Media Coordination at the Extractives Baraza.
Jovia is a seasoned legal researcher on issues affecting the extractives industry including gender, human rights, land, ADR, local content and sustainable development among others. She is well versed with project planning, design and implementation, drafting working papers and legal briefs; and possesses over 5 years’ experience as a legal officer and Senior Associate at various law firms in Uganda and Kenya practicing environmental law, conveyancing and commercial law and ADR. She holds a Bachelor of Laws (LL. B) from Uganda Christian University, a Postgraduate Diploma in Law from the Kenya School of Law and a Master of Laws (LL.M) in Oil and Gas Law from the University of Aberdeen.
Moses Kulaba
Mr. Kulaba is a member of the Technical Committee of the hub and is currently the East Africa Regional Manager of the Natural Resources Governance Institute (NRGI), based in Nairobi-Kenya. He has over 15 years’ experience in Programme Management , Extractive Governance and Diplomacy. He served for three years as an International Board Member of the Extractive Industries Transparency Initiative (EITI). He holds vast experience of the governance and policy concerns facing the Eastern and Southern Africa and Africa as a whole.
Geoffrey Kerecha
Geoffrey is a member of the coordinating committee for the AFREIKH and is also currently the Program manager for the Extractives Baraza responsible for fundraising, overall program planning, implementation and monitoring. He is a trained sociologist with over seven years’ work experience in civil society organizations, academia and national human rights institutions. He well versed in the areas of business and human rights, economic, social and cultural rights in the oil, gas and mining sector in East Africa, HIV/AIDS in the health sector in Kenya.
He has been pivotal in promoting EB as a credible, influential and neutral platform that shapes policy and practice through research, capacity building, stakeholder engagement and access to information in Kenya’s and East Africa’s extractives sector. Notably, he has successfully spearhead development of useful instruments e.g. the Judiciary Guide on “Handling Extractives Related Grievances in Kenya”.
James Kirwa
James is a member of the hub coordinating team and is an accomplished legal professional with extensive experience in research in diverse areas of law, including business and human rights, sustainable development, extractives (oil, gas and mining), land and environment, indigenous law and conflict resolution. He is currently the Program Officer- Research and Publication at the Extractives Baraza. With over five years’ experience as a legal researcher, James has developed excellent skills in research methodologies; project design, planning and implementation; monitoring and evaluation (M&E); stakeholder mapping and engagement; as well as influencing and shaping policy. James is passionate about sustainable exploitation and utilization of natural resources, particularly minerals and mineral oils, and is appreciative of the importance of action research in policy making. He holds a Bachelor of Laws (LLB) degree from the University of Nairobi.
Ruth Mutiso
Ruth Mutiso is a member of the Hub Technical Committee and a Researcher at Extractives Baraza. She is a lawyer with over 6 years’ experience in research, advocacy and project management. She is well versed in the areas of business and human rights, torture, gender and land rights having worked in civil society and national human rights institutions. She has contributed to development, review and lobbying for extractives, constitutional, criminal and ECOSOC laws and policies in Kenya, capacity building on human rights and community mobilizations.
Stephen Karangizi
Mr Karangizi is a member of the Special Advisory Committee for the Hub and the Director and CEO of the African Legal Support Facility (ALSF). He holds Bachelor of Law Degree with Honors (LL.B Hons) (Makerere University (1981)), a Masters in Laws (LL.M) Degree (University of Zimbabwe), a Diploma in Legal Practice (LDC – Uganda) and a Post-Graduate Degree for Legal Practice (Zimbabwe). He is enrolled as a Legal Practitioner of the High Court of Zimbabwe and as an Advocate of the High Court of Uganda. He was previously the Deputy Secretary General (Programmes) of the Common Market for Eastern and Southern Africa (COMESA) as well as the Legal Advisor for COMESA. He also served as a Legal Advisor for the Governments of Antigua and Barbuda (West Indies), Uganda and Zimbabwe and was Chairman of the United Nations Commission on International Trade Law (UNCITRAL) at a time of the review of the UNCITRAL Model Laws on Arbitration and Public Procurement.
Dr. Rose Mwebaza
Dr. Mwebaza (PhD) is a member of the Special Advisory Committee and currently the Director and Advisory Board Secretary of the Climate Technology Centre & Network (CTCN). The CTCN is the operational arm of the United Nations Framework Convention on Climate Change (UNFCCC) Technology Mechanism. The CTCN is mandated to implement the Technology Framework of the Paris Agreement and to promote the accelerated transfer of environmentally sound technologies for low carbon and climate resilient development at the request of developing countries.
Rose has over 20 years’ experience providing and Technical support and Policy Advice on a wide range of climate change, environment and sustainable development issues. She has previously served as Chief Natural Resources Officer at the African Development Bank and held leadership positions within the UNDP.
Dr. Cosmas Ochieng
Dr. Cosmas is a member of the Special Advisory Committee for the Hub and is currently the Global Director, Governance, Poverty and Equity Centre at the World Resources Institute (WRI). He is an expert in global development and environmental governance. Prior to his appointment at WRI, Dr. Ochieng was the Director of the African Natural Resources Centre (ANRC) at the African Development Bank. He is a former Professor of the Practice of Global Development Policy at the Pardee School of Global Studies, Boston University.
Prof. Catherine Ngila
Prof. Ngila is a member of the Special Advisory Committee and currently the Deputy Vice Chancellor- Academic and Student Affairs (DVC-AA) at Riara University. She is the immediate former Deputy Director of the Institute of
Oil and Gas (MIOG) under Kenya Pipeline Company, in charge of Training, Academic Programmes and Linkages, a position she held from April 2017 to January 2020.
She is also a Visiting Professor at the University of Johannesburg (UJ), Department of Chemical Sciences,
as well as a Visiting Professor at the Department of Pure and Applied Chemistry, Masinde Muliro University of Science and Technology in Kenya. She is a former Head of Department (HOD) of Applied Chemistry at University of Johannesburg, a position she held from 2013 to 2016.
Evelyne Tsague
Evelyne is a member of the Special Advisory Committee of the Hub. She serves as both a leader of capacity development strategy and a resource for NRGI’s Africa team and supports the Anglophone and Francophone Africa regional extractive industries knowledge hubs, strengthening engagement across stakeholder groups, working internally and externally to advance the quality and maximize impact of NRGI training. She has been with NRGI for more than a decade, previously serving as Africa co-director.
Dr. Peter Kwenjera
Dr Kwenjera is a member of the Special Advisory Committee for the Hub and is currently the Dean of the Strathmore Law School. He holds a PhD in Law and a Masters in Governance and Culture of Organisations from the University of Navarre, as well as a Bachelor of Laws (LL.B) from the University of Nairobi. He is a qualified Certified Public Accountant and a member of the Law Society of Kenya. He has served as the Academic Director of the Strathmore Law School, with his key areas being negotiation skills, contract skills, and management law for entrepreneurs and legal ethics. He previously served as Managing Director of Strathmore Research & Consultancy Centre.
Silas Olang
Mr. Olan’g is a member of the Special Advisory Committee of the Hub and is currently the Africa Co-Director at the Natural Resource Governance Institute (NRGI) and a member of the Governing Council of the Association of Tanzania Oil and Gas Service Providers (ATOGS). Mr. Olan’g has over 29 years-experience in the development field of which over 13 years in extractive sector governance. Mr. Olang has engaged with regional initiatives – Africa Mining Vision (AMV) and participated in high level technical consultations on Natural resource governance at the continental level. An Economist with a Masters in Economics from University of Bradford, in the UK.
Laura Muniafu
Laura is a member of the Special Advisory Committee for the Hub and the Director at Strathmore Extractives Industry Centre (SEIC), housed at the Strathmore University Law School. She is an accomplished professional holding a wealth of experience in project management, stakeholder engagement, policy design, curriculum design and research. She holds a B.Eng. in Chemical Engineering from Sheffield University and an MSc. in Oil and Gas Engineering from Aberdeen University. SEIC is a semi-autonomous research centre involved in evidence based and impact driven research, capacity building, policy development and stakeholder engagement in Africa’s extractives industry. Laura has distinguished herself in the energy and petroleum sector through her work, which centres around gender in the extractives industry, local content, Environment, Health and Safety in the Petroleum Sector, transparency and accountability as well as different capacity building initiatives.
Mr. Ben Boakye
Mr. Boakye is a member of the Special Advisory Committee for the Hub. He is currently the Executive Director of the Africa Centre for Energy Policy (ACEP) and previously served as the Programmes Director, Director of Operations and Deputy Executive Director, managing Research and the Programmes Unit. He has made contributions to the extractives and energy sector governance in Africa with focus on energy transition and environmental sustainability, CSR, international Business transactions, Contract Analysis, Stakeholder engagement, localisation and industrial planning, consumer protection advocacy and revenue tracking. He has also consulted for the World Bank, UNDP, NRGI, and many research institutions and universities in the resource sector. He chaired the Stakeholder Committee of the Millennium Development Authority (MiDA) between 2017- 2019 and delivered presentations at various conferences on the extractive sector governance in Africa. He holds an Msc from the University of Dundee, UK in Energy Studies and BA Hon. in Sociology with Information Studies from the University of Ghana.
